Germany’s Federal Network Agency Receives 35,700 Parcel Complaints in H1
The defect reporting platform under Germany’s Federal Network Agency (Bundesnetzagentur) received a total of 35,728 complaints against parcel delivery providers in the first half of 2026, a sharp rise from 22,981 in the same period last year.
Bundesnetzagentur stated that a change in statistical methodology – specifically the addition of preset response options that lowered barriers for users to submit complaints – means the figures cannot be directly compared year-on-year. 87% of the complaints were directed at Deutsche Post/DHL.
DHL responded that the new reporting mechanism has lowered complaint thresholds and inflated the overall statistics, while the rate of direct consumer complaints submitted to the company has remained steady at 0.003%, indicating no deterioration in service quality.
This situation highlights discrepancies in data interpretation stemming from changes in public communication practices and digital complaint channels amid high order fulfilment volumes across Germany’s e-commerce logistics sector.
