Russian E-Commerce Platforms to Mandate Seller Identity Verification Starting October 1

First Deputy Chairman of the State Duma Oversight Committee, has announced that effective October 1, 2026, all e-commerce platforms will be required to conduct mandatory identity verification of counterparties when entering into contracts with sellers and pickup point operators. The verification applies to legal entities, individual entrepreneurs, self-employed individuals, and foreign organisations. For Russian legal entities, platforms must verify the official name, address, INN (Taxpayer Identification Number), OGRN (Primary State Registration Number), and KPP (Reason Code for Tax Registration). For individual entrepreneurs and self-employed persons, verification covers full name, INN, OGRNIP (Primary State Registration Number for Individual Entrepreneurs), and confirmation of the applicable professional tax regime, with separate standards established for foreign capital entities. Identity verification can be carried out via state registries, the Gosuslugi (State Services) portal, electronic signatures, the ESIA (Unified Identification and Authentication System), and other approved channels. Simplified verification can be completed within one day, while checks via state registries may take up to five working days, with results sent within one working day upon completion. Sellers may reapply if verification fails. This regulation will remain in force for six years, until October 1, 2032. Its core objectives are to improve market transparency and strengthen protections for market participants. E-commerce platforms that impose undue pressure on sellers will be subject to fines. Law-abiding sellers with compliant documentation and matching official data should not face material disruptions. It is recommended that businesses operating on Russian e-commerce platforms review qualification documents including INN and OGRN in advance to ensure consistency with official state registrations, so as to avoid account restrictions or contract disruptions after October 1.
